PAKISTAN ARMY’s CONTRIBUTIONS IN DEVELOPMENT OF BALOCHISTAN

  • Recruitment / Selection
    • Relaxations for induction as Soldiers from Balochistan

  • Induction – Soldiers Presently 15,000 Soldiers from Balochistan are serving in the Army.

  • Education Initiatives
 

      • 1687 Schools have been renovated / refurbished by Army
      • 16,204 Balochistan Students are being educated in 48 Army / FC Public School and Colleges
      • 6,167 Balochistan Students are being educated in 16 Federal Government Schools and Colleges
      • 4,183 Students are being sponsored for free education through Chamalang Beneficiaries Education Programme
      • 100% free education is being provided to 1496 students by FC in FCPS&Cs
      • FC is also sponsoring 22 students including 10 students in HITEC Taxila, 6 students in Military College Murree, and 1 student each in Cadet College Petaro,Sadiq Public School Bahawalpur, Bahria Foundation Quetta and 3 students in Public School Multan.
             
              
  • Chamalang Beneficiaries Education Programme

    • Establishment of Hostel
      • Hostel for 100 Students from Marri and Luni Tribes belonging to Loralai and
      • Kohlu districts has been established at Quetta Cantonment
      • Free boarding, lodging and medical facility along with monthly stipend of
      • Rs 500/- is being provided to each student
      • An average, Rs 7,000/- is being spent on each student per month.
           

  • Technical Training by Army

      • Army has established various technical institutes in collaboration with National Vocational and Technical Education Commission (NAVTEC)
      • Army School of Technicians (AST) is imparting skill development training to local un-employed youth since 2006
      • 4480 Balochistan Students have got training so far through Balochistan Institute of Technical Education (BITE) and Army School of Technicians (AST)
      • Unemployed youth is being provided skills in Welder, Home appliances, Mechanical, Carpenter, Auto Electrician, Machine Operator, Driver, Motor Mechanic, Computer and Dress designing.

              
  • Post Course Employments
      • After completing courses 62 individuals have also been inducted in Armed Forces
      • Many individuals have started their own small business in Balochistan
      • So far 70 individuals have been adjusted in various departments of Government.
  • Balochistan Students in Army Hostels
      • Pakistan Army is making all out efforts to enhance the educational level of the youth of Balochistan in order to bring them into main stream
      • On the orders of Chief of Army Staff, youth of Balochistan has been accommodated in the hostels managed by the Army all over the country.

  • Quetta Institute of Medical Sciences (QIMS). Quetta Institute of Medical Sciences (QIMS) launching ceremony was held in August 2011. QIMS is not a commercial enterprise and has been established purely as a welfare project people of Balochistan.
      • Army medical authorities at Quetta, in collaboration with Secretary Health Balochistan, establishes frequent free medical camps in various localities in the province.
      • Free medical treatment is also provided to approx 500 to 1,000 patients of Mekhtar and Chamalang per month.
      • Free medical camps for 2 - 3 days are established in remote areas, where free medical examination and medicines are distributed.
      • 128 medical camps were established and approximate 105,187 patients treated since last 3 years.
      • Medical Relief operations in all recent disasters in Balochistan.

      • Gynecology / Obstetrics Open Patient Day (OPD) 40-50 per day.
      • Gynecology / Obstetrics indoor 10-20 per day.
      • Child Open Patient Day (OPD) 40-50 per day.

  • Details of average civilian patients entertained at CMH
      • Civilian Open Patient Day (OPD) Patients 180 per day.
      • Civilian bed occupancy 50 per day.
      • Critically ill patients managed in intensive care.
  • Extended Program of Immunization (EPI). Combined Military Hospital (CMH) Quetta in accordance with EPI Schedules and civil clientele is being entertained. EPI Programmes are as following:-
      • Malaria control Programme.
      • HIV and AIDS control Programme.
      • Hepatitis control Programme.
      • Notification and sharing of info regarding spread of communicable diseases.
      • Viral Hemorrhagic Fever.
      • CMH Quetta being a teaching hospital is also playing a key role in capacity building of health infrastructure in Balochistan by imparting training to local doctors. in internship and postgraduate training, in liaison with Secretary Health.
      • The hospital is offering post graduate training facilities in various specialties like Medicine, Surgery, Anesthesia, Gynecology / obstetrics, Pediatrics, Radiology, ENT.
      • Regular training programmes, seminars and symposia are held involving the civil doctors concerning various current and critical issues of healthcare, including disaster management and updates on various common diseases.
  • Projects Supervised by Army
  • Chamalang Coal Mines
 
      • Near Loralai, on the Chamalang mountain range is 60 km long and 20 km wide coal field, commonly known as Chamalang Coalmines.
      • Chamalang coal reserves were discovered in 1885 during British rule.
      • Work started in 1980s and it was expected to usher in a new era of development. Instead of prosperity, a bloody war started between the Pashtoon Luni and Bloch Marri tribes over the ownership dispute which resulted into fifty three deaths
      • The head of Luni tribe Sardar Asmat Ullah made a request to Government, seeking the role of the Pakistan Army as an arbitrator for amicable resolution of this conflict
      • Army intervened to resolve the old and complicated blood feud.
      • The thorny issue of the murdered tribesmen was amicably settled on monetary compensation and the peace agreement was signed in December 2006.
      • Mining started in March 2007 and more than 53,000 people are directly employed at the coalfield while 30,000 more have found indirect employment.
      • Each ton which is produced at Chamalang gives Rs. 100 to the Federal and Rs. 65 to the Provincial Government.
      • A laborer can earn Rs 30,000 per month.
      • 2,000 Marri tribesmen have been employed as guards.
      • 1.5 M tons of coal has been excavated so far (worth approximate Rs 8.23 Billion).
      • 4 Water supply schemes have been completed.
      • Construction of 25 bed hospital has been completed.
      • Chamalang is emerging as a modern town, the telephonic link is established and Army has developed, 76 Kilometers long road from minefield to market.
      • 4 Laborer colonies have been constructed.
      • Electricity has been provided in the area.
      • Construction of landing strip has been completed.
             


  • Kasa Hills Project. On request of Locals and Government of Balochistan Army is assisting in Kasa Hills project in District Loralai.  
  • District Ziarat Development Project (After Earthquake)
      • Rs 110.35 M by Army (one day’s pay) for the project.
      • 100% Renovation of Quaid’s Residency completed.
      • Construction of 17 schools, 3 basic health units and 1 civil dispensary has been completed.
  • Dera Bugti Development Project
      • Rs 230 Million provided and monitored by Army since 2007.
      • 1500 individuals provided job opportunities.
      • 1500 families provided financial assistance.
      • Renovation of 31 health facilities.
      • Provision of 458 animal units to needy families (1 Unit = 10 x Goats).
      • 118 students presently studying in Balochistan Public School Sui.
  • Kohlu Development Project
      • Rs 3.3 Billion earmarked by the Federal Government in 2006.
      • Project being monitored through Frontier Constabulary Balochistan.
      • Aimed at infrastructure uplift of area through const of 7 roads (307 kilometers) in progress and 4 roads completed.
      • 3 Electricity and 10 water supply schemes launched.
      • Construction of 50 bed hospital and Basic Health Unit.
  • Water and Sanitation System (WSS) / Irrigation Schemes
    • Augmentation of Water Sanitation Scheme (WSS) Kohlu Town 100% Completed.
      • Water Sanitation Scheme (WSS) Lasezai.
      • Water Sanitation Scheme Naseebabad to Brohi Killi Faiz Muhammad.
      • Rehabilitation of Water Sanitation Scheme Malikzai Kohlu.

      • Construction of Gwadar-Pleri-Jiwani sector of MCHP-38 KMs.
      • Construction of Lakh Pass Tunnel Projects on Build Operate Transfer (BOT)Basis- 42 KMs.
      • Up gradation, Widening and Construction of Surab-Basima.
      • Nag-Panjhur-Hoshab Road Project -448KMs.

  • Fauji Foundation


    • Fauji Foundation has provided following Education and Medical facilities at Quetta / Balochistan :
      • Fauji Foundation Medical Centre - 1
      • Fauji Foundation Education Schools - 2

  • Military College Sui (MCS). MCS was inaugurated in 3 Jan 2011 by COAS. MCS has been established for providing quality education to the youth of Balochistan. College has already started functioning with the intake of 80 students in IX.
  • Balochistan Public School Sui (BPSS). BPSS is the pioneer institution in Sui, Balochistan with hostel facility established by Pakistan Army. It was inaugurated in 2007 with the aim to groom young students of VII to XII as proficient, competence and highly motivated youth enabling them to join prestigious institutions of the country for further refining their potentials to play constructive role in practical social lives.
  • Gawadar Institute of Technology (GIT). The project was schedule to commence in year 2004-5 but couldn’t be launched for many reasons. Pakistan Army has put in concentrated efforts to launch this project and it was inaugurated by COAS on 18 April 2011 at Gawadar. Courses named OMB repair & maintenance, Auto Mechanic, Auto Electrician and Carpenter with intake of 90 students has been launched.
  • Army Institute of Mineralogy (AIM). AIM in collaboration with Mines and Minerals Department, Government of Balochistan was established on 9 May 2011. 2 courses i.e. Mining Technicians and Mining Machine Operator have been organized from 9 May to 8 June 11.
  • Kassa Hill Marble Project. Kassa Hill Marble Project was inaugurated by COAS on 21 February 2011. Spread over an area of 3x3 Km of Kassa Hill was left dormant due to the local intra-tribal conflict spanning over 10 years. In April 2010 on the request of Chief Minister Balochistan, Headquarters Southern Command initiated reconciliation efforts and ultimately an agreement named Kassa Hill Marble Agreement was reached in July 2010.
  • Duki Coal Mines Project Duki is located south of Loralai. Tareen, Lunies Nasirs (Pukhtoon tribes) and Marris (Baloch tribe) are the major tribes of Tehsil Duki. In 1972, land measuring 335.45 acres was allotted in Duki to a Tareen Individual by Government of Balochistan, later dispute erupted over the ownership of the land Tareen and Nasir tribes. The issue has been resolved and all parties have agreed to work under security of Frontier Constabulary (Balochistan) under an agreement signed on 26 May 2011.
  • Musakhel Mineral Project. Chief of Army Staff (COAS), General Ashfaq Parvez Kayani inaugurated Musakhel Mineral Project in Balochistan. This project has reserves of 2 to 5 million ton coal, which will provide employment to locals for another 12 to 15 years.
  • Establishment of Garrison Sports Complex (GSC). A state of the arts GSC has been inaugurated in Quetta, Balochistan by COAS in August 2011. GSC will provide a strong foundation for the uplift of indoor and outdoor sporting event for the youth of Balochistan.
